AMSA Service Categories Explained: 1C, 2B, 2C, 2D and 2E Decoded
A punt turns up at a bridge repair site on a tidal river. It’s the right length, the right deck space, the right price. Two hours in, the site supervisor realises the crew needs to shift eleven people across a stretch of open water outside the gazetted smooth water line, and the vessel on the certificate is rated 2E. The job stops. Not because the boat isn’t capable, but because the paperwork says it can’t be there.
This happens constantly, and it almost always traces back to the same misunderstanding. Contractors read a code like 2C or 2D as if it were a single rating. It isn’t. It’s two separate answers to two separate questions, and mixing them up is the fastest way to lose a day on the water.
Here is what each code actually means, who decides the boundaries, and how to spec a vessel so it arrives legal for the job you’re running.
What Is an AMSA Service Category?
An AMSA service category is a two-part code stating what a domestic commercial vessel may do and where. The number sets vessel use: 1 for passenger vessels carrying 13 or more, 2 for non-passenger vessels carrying up to 12. The letter sets the operational area, from smooth water to offshore.
So “2C” is not one rating. It is a class 2 vessel operating in area C. Change either variable and you have a different certificate, sometimes for the same physical hull.
The framework sits under the Marine Safety (Domestic Commercial Vessel) National Law Act 2012, with the categories themselves defined in NSCV Part B, the general requirements section of the National Standard for Commercial Vessels. AMSA has been the national regulator for domestic commercial vessels since 2018, which is why the terminology is now consistent nationally even though it wasn’t a decade ago.
Why the industry says “survey category” when it means something else
Two documents get confused here, and on a tender, they’re not interchangeable.
- Certificate of survey applies to the vessel. It confirms the hull, machinery, stability and construction meet the standard for a nominated service category.
- Certificate of operation applies to the operator. It covers the safety management system, crewing and how the vessel is actually run.
The service category appears on both. Asking a hire company for “the survey category” will usually get you the right answer, but asking for a copy of the certificate of survey and the certificate of operation gets you the document your principal contractor will want to see in the pre-start pack.
Class Number: Who Is on Board, Not How Tough the Boat Is
The number has nothing to do with how seaworthy a vessel is. It describes the people on board and the purpose of the trip.

Almost all contractor hire sits in class 2. The moment your headcount crosses 12, you’re in class 1 territory, and the compliance burden steps up because the vessel now carries passengers rather than working personnel.
That threshold catches people out. A survey team of 10 plus two skippers & three visiting stakeholders is not a class 2 job, even though it feels like one.
Watch the definitions, not the headcount. Whether an individual counts as a passenger, crew, or special personnel changes the class, and the definitions in NSCV Part B are specific. If your manifest is close to 12, ask the operator to confirm the count against the certificate before mobilisation rather than on the ramp.
Operational Area Letter: How Far From Shelter
The letter is the one that stops jobs. It describes how far the vessel may operate from protected water, and the definitions come straight from AMSA.

Read down that table and the pattern is obvious. The letter is a measure of exposure, and exposure is a property of the water, not of your project. It doesn’t matter that the transit is only 400 metres. What matters is whether that 400 metres sits inside or outside a gazetted boundary.
What is the difference between 2C and 2D?
A 2C vessel and a 2D vessel are both non-passenger vessels carrying up to 12 people, but 2C is certificated for restricted offshore operations within 30 nautical miles of the coast. On the other hand, 2D is limited to partially smooth waters. A 2D vessel can’t legally make an open-water transit that a 2C vessel can, even over a short distance.
In practice, the difference shows up in three places: hull and stability requirements, safety equipment carried, and the certificate of competency the master must hold. A 2C vessel is a more expensive asset to build, equip and crew, which is why hire rates step up between the two. If your entire scope sits inside partially smooth water, paying for 2C is paying for exposure you will never use.
The reverse error is worse. Speccing 2D for a job with one exposed leg means either the leg doesn’t happen or it happens non-compliantly.
Who Decides Where Smooth and Partially Smooth Waters Are?
State and territory marine safety agencies define smooth and partially smooth water boundaries, not AMSA. AMSA sets the D and E categories nationally, but the gazetted lines marking where those waters begin and end are made under state law. A vessel rated 2D therefore covers physically different water in each jurisdiction, and the boundary can shift within a single waterway.
This is the trap that catches contractors running work across state lines, and it’s the least documented part of the whole framework. AMSA’s own guidance says plainly that for sheltered water boundaries, you should contact your local marine safety agency.
The operational consequence is specific. A 2D vessel that has worked a Queensland estuary for two years is not automatically cleared for what looks like an identical estuary in New South Wales. The category on the certificate hasn’t changed. The line on the chart has.
Check the boundary before you check the boat. On any project with a new waterway, pull the gazetted smooth and partially smooth water boundaries for that jurisdiction first, then spec the vessel against them. Doing it in the other order means you have already anchored on a category and you will look for reasons it works. We see more mobilisation delays from this single sequencing error than from any equipment failure.
The Three-Question Vessel Spec
Most contractors spec vessels by size. They picture the deck load, pick a length, and treat the category as a detail for the hire company to sort out. That gets it backwards, because the category constrains the size, not the other way around.
Work through these three in order instead.
1. Where exactly is the water?
Not the suburb, the actual extent of every transit and work position, plotted against the gazetted boundaries for that state. Include the demobilisation route and any contingency access point. If a single leg crosses into partially smooth or open water, that leg sets the operational area for the whole hire.
2. How many people, and what are they?
Count everyone who will be aboard at the peak, including subcontractors, client representatives and anyone visiting for a half day. Thirteen or more and you are in class 1. Then confirm with the operator how each person is classified on the certificate, because the class turns on the definitions, not on your headcount spreadsheet.
3. Who is driving, and what are they certificated for?
Crew qualifications are set under Marine Order 505, and the master’s certificate of competency carries its own limits on vessel length and operating area. A Coxswain Grade 1, for example, is limited to vessels under 12 metres. A vessel certificated for the water is no use if the available master is not. On a wet hire this is the operator’s problem; on a dry hire it becomes yours.
Answer those three and the category writes itself. You will also have most of what a principal contractor asks for in a pre-start review.
A worked example from a real fleet
The two-variable structure is easiest to see when one hull carries two categories. Boab’s Habana, a 9.10 metre tri-hull, is listed as operating in both 1D and 2C. Same vessel, same engines, two service categories, and the passenger limit differs between them: up to 20 in 1D, and 12 in 2C.
Nothing about the boat changes. What changes is the combination of where it is and who is aboard. That is the entire concept in one hull, and it’s why “how big is the boat” is the wrong opening question.
Four Ways Vessel Specs Go Wrong
Across marine project work, misspecified vessels tend to fail in one of four ways.
- Speccing by hull size instead of by water. A bigger boat is not a more permitted boat. Length affects capacity and stability, not the operational area on the certificate.
- Assuming a D or E rating travels interstate. It doesn’t because the boundaries are state-gazetted. Every new jurisdiction is a fresh check.
- Undercounting the manifest. Client reps, HSE observers and photographers are people on a boat. The twelve-passenger line does not care that they were a late addition.
- Treating the certificate of operation as the hire company’s paperwork. The safety management system, crewing and operational requirements sit under Marine Order 504, and your principal contractor will ask to see them. Get them at quote stage, not the night before mobilisation.
How to Check a Hire Vessel Before You Sign
Five things, in this order. It takes about ten minutes on a phone call.
- Ask for the service category in writing, both number and letter, for the specific vessel being allocated rather than the fleet in general.
- Ask which jurisdiction’s boundaries it has been operating under, and confirm those against your site.
- Request the certificate of survey and the certificate of operation, or the Exemption 40 approval if that is how the vessel is certificated.
- Confirm the master’s certificate of competency covers the vessel length and service area, and confirm who holds responsibility for that under your hire arrangement.
- Confirm the peak manifest against the passenger limit for that category, not the vessel’s general capacity.

Match the Vessel to the Water, Then to the Job
The category code is doing more work than it looks like it’s doing. Two variables, one describing exposure and one describing people, and both of them constrain what you can actually run on the day.
Before your next mobilisation, take the scope you already have and answer the three questions on it: where is every metre of water, how many people at peak, and who holds the ticket. If any of the three is unresolved, you don’t yet have a vessel specification. You have a hull size.
